Language
The primary spoken and written language of Hekayt Prime is Hekayan.
However, over the centuries, each caste has developed its own dialects and secret languages. Even the Verdikke have their own sublanguage.
- Binot: The secret language of the Toveil.
- Krallik: Ledelkrig codespeak. Used mostly as a defense against pirates eavesdropping.
- Twenn: Convoluted double talk of the Konterbeid bureaucrats, employed during meetings and most memoranda.
- Verdi: The Verdikke commoner tongue, developed to establish communication that couldn't always be understood by the uppity caste members.
- Medlid: Language of the Medlidikke pirates, used as a defense against Ledelkrig eavesdropping.
Government
High Moot
Municipalities are governed by a multi-caste council known as the High Moot. High Moot members are appointed by the Grand Moot, which is based in the capital of Kjernkor. All High Moots are ultimately answerable to the Grand Moot.
Grand Moot
All of Hekayt Prime is governed by a council known as the Grand Moot. It delegates most local issues to the various municipal High Moots, but will handle problems that are of more global interest.
Caste System
Konterbeid Caste
Bureaucratic recordkeepers. The data packrats and middle managers of Hekayt Prime.
Ledelkrig Caste
Warriors and guardians. The soldiers and law enforcement of Hekayt Prime.
Toveil Caste
Technicians, medics, and philosophers. The engineers, psychologists, and priests of Hekayt Prime.
Verdikke
Caste-less, equivalent to peasants. People who failed to pass their Worthing tests or never qualified to take them in the first place.
Medlidikke
Bloodthirsty pirates, the worst of the Verdikke.
Legal Issues
Prisons
Hekayti prisons are bleak edifices, built into caverns high on cliff walls overlooking the rocky sea coast of Ludrath. Prisoners aren't locked in cells. Instead, they are turned loose among their fellow prisoners to forage for scraps, eating what rodents and sea birds they can snatch. Every day they awake, prisoners have the option of leaving the prison by jumping to their doom.
Law enforcement personnel on Hekayt Prime use magnacuffs to restrain prisoners. These cuffs are used to bind a prisoner's hands or feet, providing better control of the prisoner. The ankle cuffs are passive until activated by the controlling officer/guard.
