My first attempt, with superior/inferior psi traits being:

• Superior: Aukami, B'hiri, Centauran, Mystic, Vollistan
• Inferior: Falari, Hekayti, Human, Muscipulan, Opodian, Pyracani, Tupai

Telepathy

• Common : B'hiri, Castori, Centauran, G'ahnli, Lyiri, Mystic, Vollistan
• Uncommon : Aukami, Falari, Human, Riftwalker, Timonae

Psychic

• Common : Aukami, Mystic, Timonae
• Uncommon : Fastheldian, Human, Opodian, Pyracani, Tupai

Telekinesis

• Common : Aukami, B'hiri, Centauran, Drrhaan, Mystic, Riftwalker, Vollistan
• Uncommon : Fastheldian, Human

Psychokinesis

• Common : Aukami, Centauran, Drrhaan, Mystic, Riftwalker, Vollistan
• Uncommon : B'hiri, Fastheldian, Opodian.

Biokinesis

• Common : B'hiri
• Uncommon : Aukami, Centauran, Drrhaan, Fastheldian, Hekayti, Mystic, Riftwalker, Vollistan

Psychoportation

• Common : B'hiri
• Uncommon : Aukami, Mystic, Muscipulan, Human, Fastheldian

Psi Negation

• Common : Later, Lotorian
• Uncommon : All psi-capable races.

I didn't realizes Muscipalans were supposed to be Psionic.

Riftwalkers should get Psychoportation Common, but not sure about Biokinesis... since they're not really biological. Give them a racial trait related to being energy beings instead.

And Drrhaan I'd say drop the Telekinesis. They don't really need it, and there's a bunch of other races with TK.

The psi-capable races are limited to the parts of psi-negation related to the powers they have. The whole thing is only for people with no psi powers of their own.

Other than that... which races don't have any potential? I think It's probably best to err on the side of leniency,
